According to Circular Letter of the Minister of Communication and Informatics No. 3 of 2022, Private Electronic System Operators (PSEs) were required to complete their registration no later than six months after 21 January 2022, with the deadline falling on 20 July 2022. Based on Minister of Communication and Informatics Regulation (Permenkominfo) No. 5 of 2020, Article 1, Paragraph (6), a Private Electronic System Operator (PSE) refers to an individual, business entity, or organisation that provides, manages, and/or operates an electronic system independently or jointly for electronic system users, whether for its own purposes or on behalf of other parties.
PT Cartrack Technologies Indonesia is included in Private Scope Electronic System Providers (PSE), specifically Cloud Computing Providers (cloud computing). In simple terms, cloud computing is a network access provision model that enables users to store or access data from various locations online. Minister of Communication and Informatics Regulation No. 5 of 2020 Article 1 point (10) defines Cloud Computing Providers as Private Scope PSE that provide, organise, manage, and/or operate Cloud Computing services.
Fleet Web, Cartrack's fleet management software, falls into one of three popular cloud service models: Software-as-a-Service (SaaS). Cartrack's software isn't the type that requires installation on a laptop or computer; it can be accessed through a website or internet browser. Therefore, PT Cartrack Technologies Indonesia needs to register as a Private Equity Provider (PSE), with Fleet Web as its electronic system.
On July 18, 2022, PT Cartrack Technologies Indonesia was officially registered with the Ministry of Communication and Informatics (Kemenkominfo) as a Domestic PSE, with registration number 004669.02/DJAI.PSE/07/2022 and Fleet Web as its electronic system. PT Cartrack Technologies Indonesia is a Domestic PSE because it is a business entity domiciled in Indonesia, not a Foreign PSE operating abroad.
With PT Cartrack Technologies Indonesia being registered with Kemenkominfo, Fleet Web is free from the risk of access termination or blocking. Cartrack users can continue to access Fleet Web with peace of mind to monitor and manage their vehicles. User security and data are also protected, as assured by Kemenkominfo. This also makes it easier for Cartrack to integrate with systems developed by the government.
